What the codes mean
The small print at the bottom of the Chronicles card (#23).
Printed before collector numbers, which started with Exodus in 1998. The bottom shows only the artist credit ("Illus.") and the copyright. Set symbols were all black before Exodus, and core sets before Sixth Edition have none.

You only get the opportunity to pay
(and thus to return Puppet Master to its owner's hand) if the creature card actually gets returned to its owner's hand. If it isn't (for instance, if it was removed from the graveyard prior to this ability resolving), you don't get the option to pay.
